Seibu Kaihatsu Co., Ltd. (有限会社セイブ開発) was a Japanese video game developer most known for their popular vertical shoot-'em-up series Raiden.

Hystory

In 1993, former employees from Seibu Kaihatsu founded MOSS, which would buy the rights of the Raiden series after the previous company bankrupted.
