I run a wiki dedicated to documenting all possible information concerning the WebTV (also known as MSN TV) internet access product and service, especially technical information concerning the service (which beforehand had next to no information documented at all), which is currently available at [https://webtvwiki.net https://webtvwiki.net]. I've been aware of this article on the WebTV for Dreamcast software for quite a while, and it just so happens that I wrote an article on this not too long ago that goes a bit more in-depth on how the software works and how it could be officially obtained: [https://webtvwiki.net/wiki/WebTV_for_Dreamcast https://webtvwiki.net/wiki/WebTV_for_Dreamcast]. I believe it would be fair to offer anyone here to extend the Dreamcast article on this wiki with the information from mine.
