There's quite a bit of difference between Wrestleball and Powerball - the teams are different (although the stats are the same), Wrestleball seems to have more options and I think the timer behaves differently. Also the "extra teams" cheat is different too.

I don't know enough about the game to have a definitive opinion, but it's more clear cut with sports games which have different real world teams and leagues. If the teams are fictitious, then it seems more like a localisation than a different game, especially if the stats are the same. More options ... I'd argue the same, we wouldn't normally consider it a different game due to that. Differently behaving timer ... maybe if this results in significantly different gameplay. From your description I'd say it doesn't sound like enough of a difference to consider them different games, but I should probably spend some time playing both versions first ...
