A Streets of Rage 3 title sequence has been implemented, but it's silent and uses colours similar to that of the cover art.
While most of the text is final, there are plenty of grammar mistakes.
...but the text is completely broken in the character biographies.
The prototype is still using the Japanese star system on the Select Player screen. Axel is still using his Bare Knuckle III colours.
