Toshihiro Ando (安藤 俊周) was a character designer at Sega. Some series he has contributed to are Virtua Tennis, Let's Make Soccer/Saka Tsuku, and Yakuza (including being the lead character designer for spin-off Judgment).[1]

He left Sega to join Nagoshi Studio alongside many other Yakuza series developers.[1]
