Unlike the PlayStation version of Croc, the Saturn's password system is hidden (presumably because, as the console has internal memory, there would always be a means of saving the game). To activate it, hold X+Y+Z on the title screen.

When the "Enter Password" text appears, input a password with the d-pad. Unlike on the PlayStation, there is no visual representation of what you're entering and only four levels have a valid password. Every password in Croc is 15 inputs long. The level 2-1 and 5-5 passwords are identical to the PlayStation equivalent, whereas 3-1 and 4-1 are different.[1]
