World Heroes Perfect (ワールドヒーローズパーフェクト) is a versus fighting game for the Sega Saturn, released exclusively in Japan. It was originally released for the Neo Geo. It is part of the World Heroes series.

Story
One year after the conclusion of the World Heroes Battle Fest and the defeat of Zeus, Dr. Brown has once again sent invitations to a group of fighters, informing them of a new World Heroes tournament to finally settle the question of who is the strongest fighter in history. Zeus seeks to gain his revenge against those who had caused his downfall, but none suspect that an old enemy from the past is back with his own desire for revenge.
Gameplay
The game is a one-on-one fighting game. It is the fourth game in the series. It adopts a more conventional four-button layout for attacks, rather than varying the strength of the attack based on how long the button is held, as in previous entries. There are new characters as well as new and modified moves and statistics for returning characters. Every character has new "ABC moves" (so named because they were executed by pressing ++ on the original Neo Geo hardware, though they are mapped to different buttons on the Saturn version).
Characters move with or and dash with or . They crouch with and jump with . They punch with (light), (medium), or + (hard). They kick with (light), (medium), or + (hard). Characters can attack while standing, crouched, jumping, or dashing. When both characters attack each other at the same time, the attacks are neutralized and both characters are repelled. Each character has certain special moves that can be performed by combining directional motions with an attack button. They can taunt the opponent with +, which can be combined with or for a different animation.
Attacks can be blocked by holding in the direction opposite to the opponent. Blocking can be done while standing or crouching; some attacks can only be blocked while standing (overheads) or crouching (sweeps). Characters can also block in midair. Special moves still inflict some damage when blocked. Projectiles can be deflected by blocking them at the last moment before they hit. Some normal attacks, called blow defenses, can break the opponent's guard, leaving the defender vulnerable temporarily. Some normal attacks can destroy projectiles. Characters can throw by holding or and pressing + when next to the opponent. Throws cannot be blocked. Characters can become dizzy from being attacked repeatedly; they are uncontrollable and vulnerable in this state but can recover more quickly by rapidly pressing back and forth on the D-Pad along with the attack buttons. Characters can feign the dizzy animation with ++.
Each character has a "Hero" meter that fills as the character connects attacks. When the meter is full, the character can perform a Max move, an enhanced version of a standard special move that does more damage and drains the Hero meter. Every character has at least one special move that has a Max move variant, which is performed when the player executes the special move with a full Hero meter. The Hero meter is carried over between rounds. When the character's vitality meter is less than half full, it starts flashing, indicating that the character can perform a Desperation move, a powerful special move. Characters can perform Desperation moves an unlimited number of times once the vitality meter starts flashing. When the Hero meter is full, the character can perform a Super Desperation move that does more damage, at the cost of the Hero meter.
There are alternate control schemes where hard punches and kicks can be mapped to or , taunts can be performed with , and ABC moves can be performed with .
Modes
There is only one game mode, where the player chooses a character and fights a series of ten opponents chosen at random in different historical periods, ending in boss fights against Zeus and Neo-Dio. There is a hidden opponent, Son Gokuu, who can be fought by completing three matches with special stage finishes. There are six difficulty settings for computer-controlled opponents (Beginner, Easy, Normal, Hard, Expert, and Arcade). There is no dedicated two-player mode, but a second player can enter the game at any point by pressing START to fight the first player.
There is a special "EX-Menu" mode that includes information and artwork. The red book is the Characters File (キャラクターズ・ファイル) and contains information about every character, the green book is the Expert Manual (エキスパート・マニュアル) and contains information about the game mechanics, and the blue book is the Graphics Collection (グラフィック・コレクション) and contains artwork for all four World Heroes games.

The player only fights one round against him; before the second round begins, he is defeated by Neo-Dio, who challenges the player instead.

Neo-Dio is a destructive being that believes himself to be the ultimate lifeform. He was the final boss of World Heroes 2 and is the final boss of this game. His name means "new god" but is also a play on Neo Geo. |
Stages
Stages are chosen randomly. Each stage represents a different period of world history. Zeus and Neo-Dio have their own stages where they are always fought.
Every stage has a condition that can be fulfilled for a special stage finish (a special animation that plays after the match is won in a single-player game). Achieving three special stage finishes unlocks the hidden fight against Son Gokuu.
